Message or if the engine temp is too low, like if you're testing it while the engine is cold. Those 2 numbers (14 and 10 psi) seem way too accurate for it to be a boost leak, they seems like the numbers you'd get with the wastegate control solenoid valves open and closed. What you can do to figure it out is check for the error code on your ECU (follow directions in tech or in a service manual), or check to see if it goes away if you turn the car off and back on after it's warmed up, then try the boost again. If it goes to 14, then unplug both of your stock wastegate control solenoid valves (square black connectors near the metal intake hardpipes, a little behind the throttle bodies, may be under some hoses), then if you get 10 psi again with those disconnected, you have a knocking problem, and the low boost is safety boost.

It doesn't sound like you have a boost controller, otherwise you probably wouldn't be asking this question. If you have a knock problem, don't keep going up to 14 psi till you figure out the reason. It could of course be a boost leak like the other guy said, but it is very unlikely.
